How Are Merit-Based Scholarships Awarded?

I recently visited colleges in Pennsylvania.  As I talk to admissions officers and gather information about each campus, I look carefully at how each college awards financial aid.  Not every college is the same.  But conceptually, we can understand how merit aid is awarded if we look at specific examples.
